AOs seen TU have not linked the living wage to this offer as by 2020 the new minimum wage will see most people working 37 hours on the ashes amount if cash. What isn't being identified is most private sector workers work more than 37 hours per week so good staff will more than likely move to the private sector as the annual wage will be higher than the civil service. To retain staff the civil service will have to offer more than they do now just to keep up.
